His face was once a totem, a comforting TV-screen touchstone. His voice and inflection lent suppertime credence to the myth of American permanence, safety and dependability, night after night, for a quarter of a century. It is surpassingly strange, therefore, to encompass Dan Rather's recent and abrupt metamorphosis. The former "CBS Nightly News" anchor, previously a study in constancy and predictability, has suddenly become a genuine threat to the entire mainstream news industry.

Last week, Rather filed a $70 million lawsuit (PDF link, Adobe Acrobat required) against CBS, its chief executive Leslie Moonves, former network president Andrew Heyward, CBS's parent company Viacom and Viacom's Executive Chairman Sumner Redstone.

The suit stems from a sensational September 2004 CBS report detailing documentary evidence of George W. Bush's poor performance during and constant absence from service in the Texas Air National Guard during the early 1970s. The report was met with an immediate chorus of scornful dismissals from Bush administration officials, Bush campaign spokespeople and right-wing bloggers that eventually cast doubt upon the authenticity of the documents. Within two weeks, CBS retreated in humiliation from the story. Rather staggered on as the "CBS Nightly News" anchor for a few more excruciating months, but finally departed on March 9, 2005.

Among the assertions in his suit, Rather claims CBS failed to provide him sufficient time and support to defend the veracity of his report, that the network essentially folded like sodden newsprint under pressure from right-wing advocates of the Bush administration, and that the entire matter permanently ravaged his professional reputation. Presumably, CBS finds Rather's public allegations disconcerting to at least some degree; their news section is already burdened by cratering viewership resulting from the Katie Couric fiasco, so the additional burden of this suit can only be another unwelcome complication in an already messy state of affairs.

The danger to the mainstream news industry in general, however, is not in the allegations themselves, but in the context surrounding them provided by a long-time insider who knows where all the bodies are buried.

Consider the first paragraph on the fourth page of the complaint. According to Rather, CBS chose to jettison both himself and the Texas Air National Guard story because, "CBS's parent company, Viacom, and it Chief Executive Officer, Sumner Redstone, considered it to be in its corporate interest to curry favor with the Bush administration."

Consider CBS's handling of a far more serious Bush administration scandal, the torture of Iraqis by American forces at Abu Ghraib prison, as described on pages 11 and 12 of the complaint. According to Rather, "Despite the story's importance, and because of the negative impact the story would have on the Bush administration, with which Viacom and CBS wished to curry favor, CBS management attempted to bury it."

"Even after obtaining nearly a dozen now notorious photographs," continues the complaint, "which made it impossible to deny the accuracy of the story, Mr. Heyward and Ms. West continued to delay the story for an additional three weeks... CBS imposed the unusual restrictions that the story would be aired only once, that it would not be preceded by on-air promotion, and that it would not be referenced on the CBS Evening News."

"What emerges here," writer Greg Sargent concludes on the Talking Points Memo blog, "is a striking portrait of a big news org that, fearful of pressure from conservative critics and eager to curry favor with the Bush administration, allegedly dragged its feet to an extraordinary degree in order to avoid revealing the truths it knew about a horrifying scandal of international dimensions. Sobering stuff."

Sobering indeed, and therein lies the threat. The willful collusion between CBS management and the Bush administration, offered by Rather to frame his accusations, illuminate an insidious, grotesque, and altogether deadly alignment of circumstances hiding in plain sight before the entire American populace. An explanation for why the legitimate fears and anxious uncertainties of the people are never soothed or clarified by mainstream news outlets like CBS, but are instead methodically aggravated and intentionally amplified by those outlets, begins to take shape in light of Rather's inside-view revelations.

Underscored here, in no uncertain terms, are the grim realities of modern American journalism, realities that have little to do with the original conception of the institution. While a number of the Founders were not especially enamored with the printed slings and arrows of the journalists of their day, they were united in the belief that a free and honest press was absolutely necessary to the safety and liberty of the country. "The only security of all," wrote Thomas Jefferson in 1823, "is in a free press."

American democracy ceases to function when people blither their votes into ballot boxes on the basis of opinions and ideologies that are swaddled in the beggar-rags of ubiquitous disinformation and bewilderingly muddled cant, but such is now and has long been this nation's common plight. Today's "free press," however, bears little resemblance to the conceived constitutional bulwark cherished by the Founders.

In its place, we now have a tightly-woven confederation of profit-seeking businesses that own virtually every print and broadcast news outlet of significance in the country. There is but scant allegiance to the truth found within these outlets, because their foremost priority when reporting on most issues of national consequence is to protect the interests of those parent companies and their advertisers.

If a parent company is heavily involved in the manufacture and sale of weaponry to the Pentagon, for example, that company's pet news outlet will skew its coverage to cast the most favorable light on a war - and on the politicians and political parties who support it - because that is money in the bank for that parent. There is nothing theoretical in this; NBC, MSNBC and CNBC all championed both the Iraq war and its architects, because they are owned by huge defense contractor General Electric, which has profited enormously from the war.

Media conglomerates like Time-Warner - whose massive holdings include CNN, HBO, Warner Bros., AOL, Time magazine, People magazine, dozens of other periodicals, film production companies, book publishers and television networks - are utterly incapable of providing objective reports to the American people regarding a broad constellation of significant and pressing issues. CNN is inescapably connected to all of Time-Warner's myriad subsidiaries and affiliates, and to the political affiliations, which guarantee the biggest profits for these entities.

Thus, many stories on a variety of serious matters (the crippling side-effects of well-hyped but poorly-tested pills, for example, or the abuse of workers in third-world technological sweatshops, or thousands of dead fish rotting downstream from a coal plant, or the deceptions that led to a failed war and thousands of dead American soldiers) almost never tend to see the light of mainstream-newsroom day. This is not called censorship or suppression or collusion or treason in the offices where such decisions are made. This is called sound business practice.

In their desire to curry favor with the Bush administration, the mainstream news media became willing accomplices to one of the most unspeakable crimes ever committed against the American people: the deliberate and strategic use and manipulation of fear by the Bush administration to increase their own power and influence.

The ordinary common sense and sound judgment of the American people was systematically attacked and debased, the psyche of the entire population was ceaselessly pummeled by a paranoid muddle of murky suspicions and nebulous fears, in order to create a population of permanently frightened and thus easily led dupes. The grisly reports of inhuman acts of torture by Americans, the undermining of the Constitution and our rights, the program of domestic surveillance, all this and so much besides, fell by the wayside because Americans became programmed by the news media to accept the unacceptable, lest they be branded as traitors or killed outright by swarming hordes of al-Qaeda/insurgent/shoe-bombers.

It will be many years before the nation recovers from this despicable onslaught, if indeed it ever does, and the mainstream news industry is exactly as guilty as the Bush administration for perpetrating this unspeakable, harmful offense. Even amid the demonstrably ruinous consequences of their behavior, the prime players of the mainstream news industry still languish like cream-glutted cats before the furnace of history, and still seek to curry favor from the Bush administration.

Nothing could be more dangerous to their conniving complacency than the exposure of their voluntary collusion in the promulgation of mortal lies and lethal hyperbole. Conversely, nothing could be more beneficial to the health and security of America and its citizens than exposing the sham passing itself off as "journalism," exposing what was so deliberately done to them, and exposing the grim truth that almost everything they've heard from their government and their news media has been a rank, rancid, self-serving pile of lies designed to imprison their minds and control their behavior.

Because he willingly participated in this for many years, Dan Rather cannot be considered some sort of saint or martyr. But it was that very participation which informs his lawsuit, and because he is now divulging what he came to know through his complicity, Rather is a true menace as far as the mainstream news industry is concerned. This is his final broadcast of sorts, his magnum opus in 32 pages, a parting jolt of desperately needed journalism, one last story filed to report the truth about what journalism has become.

New Zealand Commits to 90% Renewable Electricity by 2025

In a speech this week, New Zealand Prime Minister Helen Clarke announced New Zealand's intention to commit to 90% renewable electricity by 2025, according to a press release issued by the New Zealand government.

The country already uses 70% renewable electricity, primarily hydro- and geothermal power and will continue to increase its use of renewables over the next 20 years.

Eventually, the Prime Minister would like to see the country carbon-neutral. “I have set out the challenge to our nation to become the first truly sustainable nation on earth…to dare to aspire to be carbon neutral," Prime Minister Clarke said.

The Prime Minister also gave a brief outline of further goals, which included a 2040 target of reducing by half per capita emissions from transport and widely introducing electric vehicles. She also stated the goal of achieving a net increase in forest area of 250,000 hectares (617,000 acres) by 2020.

“The long-term benefits of becoming a sustainable nation will spread beyond our national reputation and success in business to benefit all New Zealanders,” Prime Minister Clarke added.

Further announcements will be made in the coming weeks as the government releases the New Zealand Energy Strategy, the New Zealand Energy Efficiency and Conservation Strategy and the Transport Strategy Implementation Plan. Stay tuned.

CURRENCIES are first and foremost relative prices — in essence, they are measures of the intrinsic value of one economy versus another. On that basis, the world has had no compunction in writing down the value of the United States over the past several years. The dollar, relative to the currencies of most of America’s trading partners, is off about 20 percent from its early 2002 peak. [although in 2001 you could buy one Euro for 87 US cents and know you have to pay 141 cents - a bit more than 20%; ed.] Recently it has hit new lows against the euro and a high-flying Canadian currency, likely a harbinger of more weakness to come.

Sadly, none of this is surprising. Because Americans haven’t been saving in sufficient amounts, the United States must import surplus savings from abroad in order to grow. And it has to run record balance of payments and trade deficits in order to attract that foreign capital. The United States current account deficit — the broadest gauge of America’s imbalance in relation to the rest of the world — hit a record 6.2 percent of gross domestic product in 2006 before receding slightly this year. America must still attract some $3 billion of foreign capital each business day in order to keep its economy growing.

Economic science is very clear on the implications of such huge imbalances: foreign lenders need to be compensated for sending scarce capital to any country with a deficit. The bigger the deficit, the greater the compensation. The currency of the deficit nation usually bears the brunt of that compensation. As long as the United States fails to address its saving problem, its large balance of payments deficit will persist and the dollar will keep dropping.

The only silver lining so far has been that these adjustments to the currency have been orderly — declines in the broad dollar index averaging a little less than 4 percent per year since early 2002. Now, however, the possibility of a disorderly correction is rising — with potentially grave consequences for the American and global economy.

A key reason is the mounting risk of a recession in America. The bursting of the sub-prime mortgage bubble — strikingly reminiscent of the dot-com excesses of the 1990s — could well be a tipping point. In both cases, financial markets and policy makers were steeped in denial over the risks. But the lessons of post-bubble adjustments are clear. Just ask economically stagnant Japan. And of course, the United States lapsed into its own post-bubble recession in 2000 and ’01.

Sadly, the endgame could be considerably more treacherous for the United States than it was seven years ago. In large part, that’s because the American consumer is now at risk. Consumption expenditures currently account for a record 72 percent of the gross domestic product — a number unmatched in the annals of modern history for any nation.

This buying binge has been increasingly supported by housing and lending bubbles. Yet home prices are now headed lower — probably for years — and the fallout from the subprime crisis has seriously crimped home mortgage refinancing. With weaker employment growth also putting pressure on income, the days of open-ended American consumption are likely to finally come to an end. That will make it hard to avoid a recession.

Fearful of that possibility, foreign investors are becoming increasingly skittish over buying dollar-based assets. The spillover effects of the subprime crisis into other asset markets — especially mortgage-backed securities and asset-backed commercial paper — underscore these concerns. Foreign appetite for United States financial instruments is likely to be sharply reduced for years to come. That would choke off an important avenue of capital inflows, putting more downward pressure on the dollar.

The political winds are also blowing against the dollar. In Washington, China-bashing is the bipartisan sport du jour. New legislation is likely that would impose trade sanctions on China unless it makes a major adjustment in its currency. Not only would this be an egregious policy blunder — attempting to fix a multilateral deficit with more than 40 nations by forcing an exchange rate adjustment with one country — but it would also amount to Washington taxing one of America’s major foreign lenders.

That would undoubtedly reduce China’s desire for United States assets, and unless another foreign buyer stepped up, the dollar would come under even more pressure. Moreover, the more the Fed under Ben Bernanke follows the easy-money Alan Greenspan script, the greater the risk to the dollar.

Why worry about a weaker dollar? The United States imported $2.2 trillion of goods and services in 2006. A sharp drop in the dollar makes those items considerably more expensive — the functional equivalent of a tax hike on consumers. It could also stoke fears of inflation — driving up long-term interest rates and putting more pressure on financial markets and the economy, exacerbating recession risks. Optimists may draw comfort from the vision of an export-led renewal arising from a more competitive dollar. Yet history is clear: no nation has ever devalued its way into prosperity.

So far, the dollar’s weakness has not been a big deal. That may now be about to change. Relative to the rest of the world, the United States looks painfully subprime. So does its currency.

Over the past few years questions have been asked ever more forcefully whether global climate changes occur in natural cycles or not, to what degree we human beings contribute to them, what threats stem from them and what can be done to prevent them.

Scientific studies demonstrate that any changes in temperature and energy cycles on a planetary scale could mean a generalized danger to all people on all continents.

It is also obvious from published research that human activity is a cause of change; we just don't know how big its specific contribution is.

Is it really necessary to know that to the last percentage point, though? By waiting for incontrovertible precision, aren't we simply wasting time when we could be taking measures that are relatively painless compared to those we would have to adopt after further delays?

Maybe we should start considering our sojourn on Earth as a loan. There can be no doubt that for past hundred years at least, the Euro-American world has been running up a debt, and now other parts of the world are following its example.

Nature is now issuing warnings and demanding that we not only stop the debt growing but start to pay it back. There is little point in asking whether we have borrowed too much or what would happen if we postponed the repayments. Anyone with a mortgage or a bank loan can easily imagine the answer.

The effects of possible climate changes are hard to estimate. Our planet has never been in a state of balance from which it could deviate through human or other influence and then, in time, return to its original state.

The climate is not like some kind of pendulum that will return to its original position after a certain period. It has evolved turbulently over billions of years into a gigantic complex of networks, and of networks within networks, where everything is interlinked in diverse ways.

Its structures will never return to precisely the same state they were 50 or 5,000 years ago. They will only change into a new state, which, so long as the change is slight, need not mean any threat to life.

Larger changes, however, could have unforeseeable effects within the global ecosystem. In that case, we would have to ask ourselves whether human life would be possible. Because so much uncertainty still reigns, a great deal of humility and circumspection is called for.

We can't go on endlessly fooling ourselves that nothing is wrong and that we can go on cheerfully pursuing our consumer lifestyles, ignoring the climate threats and postponing a solution. Maybe there is no danger of any major catastrophe in the coming years or decades. Who knows? But that doesn't relieve us of responsibility toward future generations.

I don't agree with those whose reaction to the possible threats is to warn against the restrictions on civil freedoms. Were the forecasts of certain climatologists to be fulfilled, our freedoms would be tantamount to the freedom of someone hanging from a 20th-story parapet.

We live in a world ringed by a single global civilization comprising various areas of civilization. Most of them these days share one thing in common: technocracy. Priority is given to everything that is calculable, quantifiable or ratable. That is a very materialistic concept, however, and one that is drawing us toward an important crossroads for our civilization.

Whenever I reflect on the problems of today's world, whether they concern the economy, society, culture, security, ecology or civilization in general, I always end up confronting the moral question: what action is responsible or acceptable? The moral order, our conscience and human rights - these are the most important issues at the beginning of the third millennium.

We must return again and again to the roots of human existence and consider our prospects in centuries to come. We must analyze everything open-mindedly, soberly, unideologically and unobsessively, and project our knowledge into practical policies.

Maybe it is no longer a matter of simply promoting energy-saving technologies, but chiefly of introducing ecologically clean technologies, of diversifying resources and of not relying on just one invention as a panacea.

I'm also skeptical that a problem as complex as climate change can be solved by any single branch of science. Technological measures and regulations are important, but equally important is support for education, ecological training and ethics - a consciousness of the commonality of all living beings and an emphasis on shared responsibility.

We will either achieve an awareness of our place in the living and life-giving organism of our planet, or we will face the threat that our evolutionary journey may be set back thousands or even millions of years. That is why we must take this issue very seriously and see it as a challenge to behave responsibly and not as a harbinger of the end of the world.

The end of the world has been anticipated many times in the course of history and has never come, of course. And it won't come this time either. We need not fear for our planet. It was here before us and most likely will be here after us. But that doesn't mean that the human race is not at serious risk.

As a result of our endeavors and our irresponsibility our climate system might leave no place for us. If we drag our feet, the scope for decision-making - and hence for our individual freedom - could be considerably reduced.

Alan Greenspan should know. It was oil all along. The former head of the Federal Reserve writes in his memoir, "The Age of Turbulence: Adventures in a New World," "I am saddened that it is politically inconvenient to acknowledge what everyone knows: the Iraq war is largely about oil." Greenspan even advised Bush that "taking Saddam Hussein out was essential" to protect oil supplies.

Yes, we suspected it. In a deep sense, many of us knew it, just as those in Washington did. But now it's in our face. Greenspan put the mother of all facts in front of our noses. And we can no longer be in denial. The US invaded Iraq for the oil.

Think about what it means for our troops and for the people of Iraq. Our troops were told, and believed because they trusted their president, they were in Iraq to protect America, to protect their families, their homes, their friends and neighbors, our democracy. But they were betrayed. Those troops fought and died and were maimed and had their marriages break up for oil company profits. An utter betrayal of our men and women in uniform and their families, a betrayal of their sacrifices, day after day, month after month, year after year - and for some, forever! Children growing up fatherless or motherless. Men and women without legs or arms or faces - for oil company profits.

And hundreds of thousands of Iraqis killed, more maimed, and millions made refugees. For oil profits.

And what profits they are! Take a look at the study of Iraqi oil contracts by Global Policy Forum, a consultant to the United Nations Security Council. Or read this editorial from The Daily Times in Pakistan.

The contracts the Bush administration has been pushing the Iraqi government to accept are not just about the distribution of oil among the Sunnis, Shiites and Kurds. The contracts call for 30-year exclusive rights for British and American oil companies, rights that cannot be revoked by future Iraqi governments. They are called "production sharing agreements" (or "PSA's") - a legalistic code word. The Iraqi government would technically own the oil, but could not control it; only the companies could do that. ExxonMobil and others would invest in developing the infrastructure for the oil (drilling, oil rigs, refining) and would get 75 percent of the "cost oil" profits, until they got their investment back. After that, they would own the infrastructure (paid for by oil profits), and then get 20 percent of oil profits after that (twice the usual rate). The profits are estimated to be in the hundreds of billions of dollars. And the Iraqi people would have no democratic control over their own major resource. No other Middle East country has such an arrangement.

Incidentally, polls show the Iraqi people overwhelmingly against "privatization", but "production sharing agreements" were devised so they are technically not "privatization," since the government would still own the oil but not control it. The ruse is there so the government can claim it is not privatizing.

But none of this will work without military protection for the oil companies. That is what would keep us there indefinitely. The name for this is our "vital interests."

Greenspan's revelation and the contracts need to be discussed openly. The question must be asked, "Is our military there for the sake of oil?"

I have been struck by the use of the word "victory" by the right wing, especially by its propaganda arm, Freedom's Watch. Usually, "victory" is used in reference to a war between countries over territory, where there is a definable enemy. That is not the case in Iraq, where we have for four years had an occupation, not a "war," and there has been no clear enemy. We have mostly been fighting Iraqis we were supposed to be rescuing. "Victory" makes no sense for such an occupation. And even Petraeus has said that only a political, not a military, settlement is possible. In what sense can keeping troops there for nine or ten years or longer, as Petraeus has suggested, be a "victory"?

What is most frightening is they may mean what they say, that they may have a concept of "victory" that makes sense to them but not to the rest of the country. If the goal of the invasion and occupation of Iraq has been to guarantee access to Iraqi oil for the next 30 years, then any result guaranteeing oil profits for American oil companies would count as "victory." Suppose the present killing and chaos were to continue, forcing us to keep our troops there indefinitely, but allowing the oil companies to prosper under our protection. That would be a "victory." Or, if the Iraqi army and police force were to develop in a few years and keep order there protecting American investments and workers, that too would be "victory." If the country broke up into three distinct states or autonomous governments, that too would be "victory" as long as oil profits were guaranteed and Americans in the oil industry protected. And it doesn't matter if a Republican president keeps the troops there or a Democratic president does. It is still an oil company "victory" - and a victory for Bush.

Indeed, Kurdistan's PSA contract last week with Hunt Oil suggests the latter form of "victory." As Paul Krugman observed in The New York Times on September 14, "the chief executive and president of Hunt Oil, is a close political ally of Mr. Bush. More than that, Mr. Hunt is a member of the President's Foreign Intelligence Advisory Board, a key oversight body." Hunt Oil seems to have had the first taste of "victory."

If that is "victory," what is "defeat" and who is being "defeated?" The troops who would have to stay to protect the oil investments would, person by person, suffer defeat - a defeat of the spirit and, for too many, of the body. And most of America would suffer a defeat, especially our taxpayers who have paid a trillion dollars that could have gone for health care for all, for excellent schools and college educations, for rebuilding Louisiana and Mississippi, for shoring up our infrastructure and bridges, and for protecting our environment. Victory for the oil companies, defeat for most of America.

Is Greenspan right? Is this what "victory" could possibly mean? I do not want to even think the answers might be "yes." The thought itself is too disgusting. But Greenspan has put the questions before us, and we have a duty to pursue the answers. Because, if the answer is even half "yes," then the troops and most Americans have been, and continue to be, betrayed beyond measure.

Perhaps the most honest and straightforward way to pursue such answers would be for Congress to frame the issue directly in terms of oil, as Greenspan did. Here's a way to do it: The Constitution gives Congress authority over military matters through its power to fund continued military action. Without such funding, the troops cannot continue. Suppose Congress were to pass a bill saying no funding would be forthcoming for military action in Iraq unless the Iraqi government drops all provisions for PSA's - production sharing agreements - in its legislation. This would actually give the Iraqi government sovereignty over its oil indefinitely and take oil control away from Western oil companies. Even proposing such a bill seriously would have two effects: To raise the constitutional issue: the president has been overriding the constitution. And it would bring the oil issue front and center, so we can all see if "victory" is really about oil interests.

Suppose Greenspan is right, that oil was a primary factor in the Iraq invasion, that "victory" means victory for oil companies, and that "sacrifice" means sacrifice for the American oil industry. While I held the very possibility this might be true, I clicked on the following web site. Perhaps you will feel as I felt.

The US commander in Iraq, General David Petraeus, expressed long-term interest in running for the US presidency when he was stationed in Baghdad, according to a senior Iraqi official who knew him at that time.

Sabah Khadim, then a senior adviser at Iraq's Interior Ministry, says General Petraeus discussed with him his ambition when the general was head of training and recruitment of the Iraqi army in 2004-05.

"I asked him if he was planning to run in 2008 and he said, 'No, that would be too soon'," Mr Khadim, who now lives in London, said.

General Petraeus has a reputation in the US Army for being a man of great ambition. If he succeeds in reversing America's apparent failure in Iraq, he would be a natural candidate for the White House in the presidential election in 2012.

His able defence of the "surge" in US troop numbers in Iraq as a success before Congress this week has made him the best-known soldier in America. An articulate, intelligent and energetic man, he has always shown skill in managing the media.

But General Petraeus's open interest in the presidency may lead critics to suggest that his own political ambitions have influenced him in putting an optimistic gloss on the US military position in Iraq .

Mr Khadim was a senior adviser in the Iraqi Interior Ministry in 2004-05 when Iyad Allawi was prime minister.

"My office was in the Adnan Palace in the Green Zone, which was close to General Petraeus's office," Mr Khadim recalls. He had meetings with the general because the Interior Ministry was involved in vetting the loyalty of Iraqis recruited as army officers. Mr Khadim was critical of the general's choice of Iraqis to work with him.

For a soldier whose military abilities and experience are so lauded by the White House, General Petraeus has had a surprisingly controversial career in Iraq. His critics hold him at least partly responsible for three debacles: the capture of Mosul by the insurgents in 2004; the failure to train an effective Iraqi army and the theft of the entire Iraqi arms procurement budget in 2004-05.

General Petraeus went to Iraq during the invasion of 2003 as commander of the 101st Airborne Division and had not previously seen combat. He first became prominent when the 101st was based in Mosul, in northern Iraq, where he pursued a more conciliatory line toward former Baathists and Iraqi army officers than the stated US policy.

His efforts were deemed successful. When the 101st left in February 2004, it had lost only 60 troops in combat and accidents. General Petraeus had built up the local police by recruiting officers who had previously worked for Saddam Hussein's security apparatus.

Although Mosul remained quiet for some months after, the US suffered one of its worse setbacks of the war in November 2004 when insurgents captured most of the city. The 7,000 police recruited by General Petraeus either changed sides or went home. Thirty police stations were captured, 11,000 assault rifles were lost and $41m (£20m) worth of military equipment disappeared. Iraqi army units abandoned their bases.

The general's next job was to oversee the training of a new Iraqi army. As head of the Multinational Security Transition Command, General Petraeus claimed that his efforts were proving successful. In an article in The Washington Post in September 2004, he wrote: "Training is on track and increasing in capacity. Infrastructure is being repaired. Command and control structures and institutions are being re-established." This optimism turned out be misleading; three years later the Iraqi army is notoriously ineffective and corrupt.

General Petraeus was in charge of the Security Transition Command at the time that the Iraqi procurement budget of $1.2bn was stolen. "It is possibly one of the largest thefts in history," Iraq's Finance Minister, Ali Allawi, said. "Huge amounts of money disappeared. In return we got nothing but scraps of metal."

Mr Khadim is sceptical that the "surge" is working. Commenting on the US military alliance with the Sunni tribes in Anbar province, he said: "They will take your money, but when the money runs out they will change sides again."

What is global dimming?

Fossil fuel use, as well as producing greenhouse gases, creates other by-products. These by-products are also pollutants, such as sulphur dioxide, soot, and ash. These pollutants however, also change the properties of clouds.

Clouds are formed when water droplets are seeded by air-borne particles, such as pollen. Polluted air results in clouds with larger number of droplets than unpolluted clouds. This then makes those clouds more reflective. More of the sun’s heat and energy is therefore reflected back into space.

This reduction of heat reaching the earth is known as Global Dimming.
Impacts of global dimming: millions already killed by it?

Global warming results from the greenhouse effect caused by, amongst other things, excessive amounts of greenhouse gases in the earth’s atmosphere from fossil fuel burning. It would seem then, that the other by-products which cause global dimming may be an ironic savior.

A deeper look at this, however, shows that unfortunately this is not the case.
Health and environmental effects

The pollutants that lead to global dimming also lead to various human and environmental problems, such as smog, respiratory problems, and acid rain.

The impacts of global dimming itself, however, can be devastating.
Millions from Famines in the Sahel in the 70s and 80s

The death toll that global dimming may have already caused is thought to be massive.

Climatologists studying this phenomenon believe that the reflection of heat have made waters in the northern hemisphere cooler. As a result, less rain has formed in key areas and crucial rainfall has failed to arrive over the Sahel in Northern Africa.

In the 1970s and 1980s, massive famines were caused by failed rains which climatologists had never quite understood why they had failed.

The answers that global dimming models seemed to provide, the documentary noted, has led to a chilling conclusion: “what came out of our exhaust pipes and power stations [from Europe and North America] contributed to the deaths of a million people in Africa, and afflicted 50 million more” with hunger and starvation.
Billions are likely to be affected in Asia from similar effects

Scientists said that the impact of global dimming might not be in the millions, but billions. The Asian monsoons bring rainfall to half the world’s population. If this air pollution and global dimming has a detrimental impact on the Asian monsoons some 3 billion people could be affected.

During the aftermath of the September 11, 2001 terrorist attacks in the United States, all commercial flights were grounded for the next three days.

What scientists found was that the temperature rose by some 1 degree centigrade in that period of 3 days.

Addressing global dimming only will lead to massive global warming

Global dimming can be dealt with by cleaning up emissions.

However, if global dimming problems are only addressed, then the effects of global warming will increase even more. This may be what happened to Europe in 2003.

In Europe, various measures have been taken in recent years to clean up the emissions to reduce pollutants that create smog and other problems, but without reducing the greenhouse gas emissions in parallel. This seems to have had a few effects:

* This may have already lessened the severity of droughts and failed rains in the Sahel.
* However, it seems that it may have caused, or contributed to, the European heat wave in 2003 that killed thousands in France, saw forest fires in Portugal, and caused many other problems throughout the continent.

The documentary noted that the impacts of addressing global dimming only would increase global warming more rapidly. Irreversible damage would be only about 30 years away. Global level impacts would include:

* The melting of ice in Greenland, which would lead to more rising sea levels. This in turn would impact many of our major world cities
* Drying tropical rain forests would increase the risk of burning. This would release even more carbon dioxide into the atmosphere, further increasing global warming effects. (Some countries have pushed for using “carbon sinks” to count as part of their emission targets. This has already been controversial because these store carbon dioxide that can be released into the atmosphere when burnt. Global dimming worries increase these concerns even more.)

These and other effects could combine to lead to an increase of 10 degrees centigrade in temperature over the next 100 years, not the standard 5 degrees which most models currently predict.

This would be a more rapid warming than any other time in history, the documentary noted. With such an increase,

* Vegetation will die off even more quickly
* Soil erosion will increase and food production will fail
* A Sahara type of climate could be possible in places such as England, while other parts of the world would fare even worse.
* Such an increase in temperature would also release one of the biggest stores of greenhouse gases on earth, methane hydrate, currently contained at the bottom of the earth’s oceans and known to destabilize with warming. This gas is eight times stronger than carbon dioxide in its greenhouse effect. As the documentary also added, due to the sheer amounts that would be released, by this time, whatever we would try to curb emissions, it would be too late.

“This is not a prediction,” the documentary said, “it is a warning of what will happen if we clean up the pollution while doing nothing about greenhouse gases.”
Root causes of global warming also must be addressed

If we were to use global dimming pollutants to stave off the effects of global warming, we would still face many problems, such as:

* Human health problems from the soot/smog
* Environmental problems such as acid rain
* Ecological problems such as changes in rainfall patterns (as the Ethiopian famine example above reminds us) which can kill millions, if not billions.

Climatologists are stressing that the roots of both global dimming causing pollutants and global warming causing greenhouse gases have to be dealt with together and soon.

We may have to change our way of life, the documentary warned. While this has been a message for over 20 years, as part of the climate change concerns, little has actually been done. “Rapidly,” the documentary concluded, “we are running out of time.”

BEIJING: No country in history has emerged as a major industrial power without creating a legacy of environmental damage that can take decades and big dollops of public wealth to undo.

But just as the speed and scale of China's rise as an economic power have no clear parallel in history, so its pollution problem has shattered all precedents. Environmental degradation is now so severe, with such stark domestic and international repercussions, that pollution poses not only a major long-term burden on the Chinese public but also an acute political challenge to the ruling Communist Party. And it is not clear that China can rein in its own economic juggernaut.

Public health is reeling. Pollution has made cancer China's leading cause of death, the Ministry of Health says. Ambient air pollution alone is blamed for hundreds of thousands of deaths each year. Nearly 500 million people lack access to safe drinking water.

Chinese cities often seem wrapped in a toxic gray shroud. Only 1 percent of the country's 560 million city dwellers breathe air considered safe by the European Union. Beijing is frantically searching for a magic formula, a meteorological deus ex machina, to clear its skies for the 2008 Olympics.

Environmental woes that might be considered catastrophic in some countries can seem commonplace in China: industrial cities where people rarely see the sun; children killed or sickened by lead poisoning or other types of local pollution; a coastline so swamped by algal red tides that large sections of the ocean no longer sustain marine life.

China is choking on its own success. The economy is on a historic run, posting a succession of double-digit growth rates. But the growth derives, now more than at any time in the recent past, from a staggering expansion of heavy industry and urbanization that requires colossal inputs of energy, almost all from coal, the most readily available, and dirtiest, source.

"It is a very awkward situation for the country because our greatest achievement is also our biggest burden," says Wang Jinnan, one of China's leading environmental researchers. "There is pressure for change, but many people refuse to accept that we need a new approach so soon."

China's problem has become the world's problem. Sulfur dioxide and nitrogen oxides spewed by China's coal-fired power plants fall as acid rain on Seoul, South Korea, and Tokyo. Much of the particulate pollution over Los Angeles originates in China, according to the Journal of Geophysical Research.

More pressing still, China has entered the most robust stage of its industrial revolution, even as much of the outside world has become preoccupied with global warming.

Experts once thought China might overtake the United States as the world's leading producer of greenhouse gases by 2010, possibly later. Now, the International Energy Agency has said China could become the emissions leader by the end of this year, and the Netherlands Environment Assessment Agency said China had already passed the milestone.

For the Communist Party, the political calculus is daunting. Reining in economic growth to alleviate pollution may seem logical, but the country's authoritarian system is addicted to fast growth. Delivering prosperity placates the public, provides spoils for well-connected officials and forestalls demands for political change. A major slowdown could incite social unrest, alienate business interests and threaten the party's rule.

But pollution poses its own threat. Officials blame fetid air and water for thousands of episodes of social unrest. Health care costs have climbed sharply. Severe water shortages could turn more farmland into desert. And the unconstrained expansion of energy-intensive industries creates greater dependence on imported oil and dirty coal, meaning that environmental problems get harder and more expensive to address the longer they are unresolved.

China's leaders recognize that they must change course. They are vowing to overhaul the growth-first philosophy of the Deng Xiaoping era and embrace a new model that allows for steady growth while protecting the environment. In his equivalent of a State of the Union address this year, Prime Minister Wen Jiabao made 48 references to "environment," "pollution" or "environmental protection."

The government has numerical targets for reducing emissions and conserving energy. Export subsidies for polluting industries have been phased out. Different campaigns have been started to close illegal coal mines and shutter some heavily polluting factories. Major initiatives are under way to develop clean energy sources like solar and wind power. And environmental regulation in Beijing, Shanghai and other leading cities has been tightened ahead of the 2008 Olympics.

Yet most of the government's targets for energy efficiency, as well as improving air and water quality, have gone unmet. And there are ample signs that the leadership is either unwilling or unable to make fundamental changes.

Land, water, electricity, oil and bank loans remain relatively inexpensive, even for heavy polluters. Beijing has declined to use the kind of tax policies and market-oriented incentives for conservation that have worked well in Japan and many European countries.

Provincial officials, who enjoy substantial autonomy, often ignore environmental edicts, helping to reopen mines or factories closed by central authorities. Over all, enforcement is often tinged with corruption. This spring, officials in Yunnan Province in southern China beautified Laoshou Mountain, which had been used as a quarry, by spraying green paint over acres of rock.

President Hu Jintao's most ambitious attempt to change the culture of fast-growth collapsed this year. The project, known as "Green GDP," was an effort to create an environmental yardstick for evaluating the performance of every official in China. It recalculated gross domestic product, or GDP, to reflect the cost of pollution.

But the early results were so sobering — in some provinces the pollution-adjusted growth rates were reduced almost to zero — that the project was banished to China's ivory tower this spring and stripped of official influence.

Chinese leaders argue that the outside world is a partner in degrading the country's environment. Chinese manufacturers that dump waste into rivers or pump smoke into the sky make the cheap products that fill stores in the United States and Europe. Often, these manufacturers subcontract for foreign companies — or are owned by them. In fact, foreign investment continues to rise as multinational corporations build more factories in China. Beijing also insists that it will accept no mandatory limits on its carbon dioxide emissions, which would almost certainly reduce its industrial growth. It argues that rich countries caused global warming and should find a way to solve it without impinging on China's development.

Indeed, Britain, the United States and Japan polluted their way to prosperity and worried about environmental damage only after their economies matured and their urban middle classes demanded blue skies and safe drinking water.

But China is more like a teenage smoker with emphysema. The costs of pollution have mounted well before it is ready to curtail economic development. But the price of business as usual — including the predicted effects of global warming on China itself — strikes many of its own experts and some senior officials as intolerably high.

"Typically, industrial countries deal with green problems when they are rich," said Ren Yong, a climate expert at the Center for Environment and Economy in Beijing. "We have to deal with them while we are still poor. There is no model for us to follow."

In the face of past challenges, the Communist Party has usually responded with sweeping edicts from Beijing. Some environmentalists say they hope the top leadership has now made pollution control such a high priority that lower level officials will have no choice but to go along, just as Deng Xiaoping once forced China's sluggish bureaucracy to fixate on growth.

But the environment may end up posing a different political challenge. A command-and-control political culture accustomed to issuing thundering directives is now under pressure, even from people in the governing party, to submit to oversight from the public, for which pollution has become a daily — and increasingly deadly — reality.

Perpetual Haze

During the three decades since Deng set China on a course toward market-style growth, rapid industrialization and urbanization have lifted hundreds of millions of Chinese out of poverty and made the country the world's largest producer of consumer goods. But there is little question that growth came at the expense of the country's air, land and water, much of it already degraded by decades of Stalinist economic planning that emphasized the development of heavy industries in urban areas.

For air quality, a major culprit is coal, on which China relies for about two-thirds of its energy needs. It has abundant supplies of coal and already burns more of it than the United States, Europe and Japan combined. But even many of its newest coal-fired power plants and industrial furnaces operate inefficiently and use pollution controls considered inadequate in the West.

Expanding car ownership, heavy traffic and low-grade gasoline have made autos the leading source of air pollution in major Chinese cities. Only 1 percent of China's urban population of 560 million now breathes air considered safe by the European Union, according to a World Bank study of Chinese pollution published this year. One major pollutant contributing to China's bad air is particulate matter, which includes concentrations of fine dust, soot and aerosol particles less than 10 microns in diameter (known as PM 10).

The level of such particulates is measured in micrograms per cubic meter of air. The European Union stipulates that any reading above 40 micrograms is unsafe. The United States allows 50. In 2006, Beijing's average PM 10 level was 141, according to China's National Bureau of Statistics. Only Cairo, among world capitals, had worse air quality as measured by particulates, according to the World Bank.

Emissions of sulfur dioxide from coal and fuel oil, which can cause respiratory and cardiovascular diseases as well as acid rain, are increasing even faster than China's economic growth. In 2005, China became the leading source of sulfur dioxide pollution globally, the State Environmental Protection Administration, or SEPA, reported last year.

Other major air pollutants, including ozone, an important component of smog, and smaller particulate matter, called PM 2.5, emitted when gasoline is burned, are not widely monitored in China. Medical experts in China and in the West have argued that PM 2.5 causes more chronic diseases of the lung and heart than the more widely watched PM 10.

Perhaps an even more acute challenge is water. China has only one-fifth as much water per capita as the United States. But while southern China is relatively wet, the north, home to about half of China's population, is an immense, parched region that now threatens to become the world's biggest desert.

Farmers in the north once used shovels to dig their wells. Now, many aquifers have been so depleted that some wells in Beijing and Hebei must extend more than half a mile before they reach fresh water. Industry and agriculture use nearly all of the flow of the Yellow River, before it reaches the Bohai Sea.

In response, Chinese leaders have undertaken one of the most ambitious engineering projects in world history, a $60 billion network of canals, rivers and lakes to transport water from the flood-prone Yangtze River to the silt-choked Yellow River. But that effort, if successful, will still leave the north chronically thirsty.

This scarcity has not yet created a culture of conservation. Water remains inexpensive by global standards, and Chinese industry uses 4 to 10 times more water per unit of production than the average in industrialized nations, according to the World Bank.

In many parts of China, factories and farms dump waste into surface water with few repercussions. China's environmental monitors say that one-third of all river water, and vast sections of China's great lakes, the Tai, Chao and Dianchi, have water rated Grade V, the most degraded level, rendering it unfit for industrial or agricultural use.

Grim Statistics

The toll this pollution has taken on human health remains a delicate topic in China. The leadership has banned publication of data on the subject for fear of inciting social unrest, said scholars involved in the research. But the results of some research provide alarming evidence that the environment has become one of the biggest causes of death.

An internal, unpublicized report by the Chinese Academy of Environmental Planning in 2003 estimated that 300,000 people die each year from ambient air pollution, mostly of heart disease and lung cancer. An additional 110,000 deaths could be attributed to indoor air pollution caused by poorly ventilated coal and wood stoves or toxic fumes from shoddy construction materials, said a person involved in that study.

Another report, prepared in 2005 by Chinese environmental experts, estimated that annual premature deaths attributable to outdoor air pollution were likely to reach 380,000 in 2010 and 550,000 in 2020.

This spring, a World Bank study done with SEPA, the national environmental agency, concluded that outdoor air pollution was already causing 350,000 to 400,000 premature deaths a year. Indoor pollution contributed to the deaths of an additional 300,000 people, while 60,000 died from diarrhea, bladder and stomach cancer and other diseases that can be caused by water-borne pollution.

China's environmental agency insisted that the health statistics be removed from the published version of the report, citing the possible impact on "social stability," World Bank officials said.

But other international organizations with access to Chinese data have published similar results. For example, the World Health Organization found that China suffered more deaths from water-related pollutants and fewer from bad air, but agreed with the World Bank that the total death toll had reached 750,000 a year. In comparison, 4,700 people died last year in China's notoriously unsafe mines, and 89,000 people were killed in road accidents, the highest number of automobile-related deaths in the world. The Ministry of Health estimates that cigarette smoking takes a million Chinese lives each year.

Studies of Chinese environmental health mostly use statistical models developed in the United States and Europe and apply them to China, which has done little long-term research on the matter domestically. The results are more like plausible suppositions than conclusive findings.

But Chinese experts say that, if anything, the Western models probably understate the problems.

"China's pollution is worse, the density of its population is greater and people do not protect themselves as well," said Jin Yinlong, the director general of the Institute for Environmental Health and Related Product Safety in Beijing. "So the studies are not definitive. My assumption is that they will turn out to be conservative."

Growth Run Amok

As gloomy as China's pollution picture looks today, it is set to get significantly worse, because China has come to rely mainly on energy-intensive heavy industry and urbanization to fuel economic growth. In 2000, a team of economists and energy specialists at the Development Research Center, part of China's State Council, set out to gauge how much energy China would need over the ensuing 20 years to achieve the leadership's goal of quadrupling the size of the economy.

They based their projections on China's experience during the first 20 years of economic reform, from 1980 to 2000. In that period, China relied mainly on light industry and small-scale private enterprise to spur growth. It made big improvements in energy efficiency even as the economy expanded rapidly. Gross domestic product quadrupled, while energy use only doubled.

The team projected that such efficiency gains would probably continue. But the experts also offered what they called a worst-case situation in which the most energy-hungry parts of the economy grew faster and efficiency gains fell short.

That worst-case situation now looks wildly optimistic. Last year, China burned the energy equivalent of 2.7 billion tons of coal, three-quarters of what the experts had said would be the maximum required in 2020. To put it another way, China now seems likely to need as much energy in 2010 as it thought it would need in 2020 under the most pessimistic assumptions.

"No one really knew what was driving the economy, which is why the predictions were so wrong," said Yang Fuqiang, a former Chinese energy planner who is now the chief China representative of the Energy Foundation, an American group that supports energy-related research. "What I fear is that the trend is now basically irreversible."

The ravenous appetite for fossil fuels traces partly to an economic stimulus program in 1997. The leadership, worried that China's economy would fall into a steep recession as its East Asian neighbors had, provided generous state financing and tax incentives to support industrialization on a grand scale.

It worked well, possibly too well. In 1996, China and the United States each accounted for 13 percent of global steel production. By 2005, the United States share had dropped to 8 percent, while China's share had risen to 35 percent, according to a study by Daniel H. Rosen and Trevor Houser of China Strategic Advisory, a group that analyzes the Chinese economy.

Similarly, China now makes half of the world's cement and flat glass, and about a third of its aluminum. In 2006, China overtook Japan as the second-largest producer of cars and trucks after the United States.

Its energy needs are compounded because even some of its newest heavy industry plants do not operate as efficiently, or control pollution as effectively, as factories in other parts of the world, a recent World Bank report said.

Chinese steel makers, on average, use one-fifth more energy per ton than the international average. Cement manufacturers need 45 percent more power, and ethylene producers need 70 percent more than producers elsewhere, the World Bank says.

China's aluminum industry alone consumes as much energy as the country's commercial sector — all the hotels, restaurants, banks and shopping malls combined, Rosen and Houser reported.

Moreover, the boom is not limited to heavy industry. Each year for the past few years, China has built about 7.5 billion square feet of commercial and residential space, more than the combined floor space of all the malls and strip malls in the United States, according to data collected by the United States Energy Information Administration.

Chinese buildings rarely have thermal insulation. They require, on average, twice as much energy to heat and cool as those in similar climates in the United States and Europe, according to the World Bank. The vast majority of new buildings — 95 percent, the bank says — do not meet China's own codes for energy efficiency.

All these new buildings require China to build power plants, which it has been doing prodigiously. In 2005 alone, China added 66 gigawatts of electricity to its power grid, about as much power as Britain generates in a year. Last year, it added an additional 102 gigawatts, as much as France.

This increase has come almost entirely from small- and medium-size coal-fired power plants that were built quickly and inexpensively. Only a few of them use modern, combined-cycle turbines, which increase efficiency, said Noureddine Berrah, an energy expert at the World Bank. He said Beijing had so far declined to use the most advanced type of combined-cycle turbines despite having completed a successful pilot project nearly a decade ago.

While over the long term, combined-cycle plants save money and reduce pollution, Berrah said, they cost more and take longer to build. For that reason, he said, central and provincial government officials prefer older technology.

"China is making decisions today that will affect its energy use for the next 30 or 40 years," he said. "Unfortunately, in some parts of the government the thinking is much more shortsighted."

The Politics of Pollution

Since Hu Jintao became the Communist Party chief in 2002 and Wen Jiabao became prime minister the next spring, China's leadership has struck consistent themes. The economy must grow at a more sustainable, less bubbly pace. Environmental abuse has reached intolerable levels. Officials who ignore these principles will be called to account.

Five years later, it seems clear that these senior leaders are either too timid to enforce their orders, or the fast-growth political culture they preside over is too entrenched to heed them.

In the second quarter of this year, the economy expanded at a neck-snapping pace of 11.9 percent, its fastest in a decade. State-driven investment projects, state-backed heavy industry and a thriving export sector led the way. China burned 18 percent more coal than it did the year before.

China's authoritarian system has repeatedly proved its ability to suppress political threats to Communist Party rule. But its failure to realize its avowed goals of balancing economic growth and environmental protection is a sign that the country's environmental problems are at least partly systemic, many experts and some government officials say. China cannot go green, in other words, without political change.

In their efforts to free China of its socialist shackles in the 1980s and early 90s, Deng and his supporters gave lower-level officials the leeway, and the obligation, to increase economic growth.

Local party bosses gained broad powers over state bank lending, taxes, regulation and land use. In return, the party leadership graded them, first and foremost, on how much they expanded the economy in their domains.

To judge by its original goals — stimulating the economy, creating jobs and keeping the Communist Party in power — the system Deng put in place has few equals. But his approach eroded Beijing's ability to fine-tune the economy. Today, a culture of collusion between government and business has made all but the most pro-growth government policies hard to enforce.

"The main reason behind the continued deterioration of the environment is a mistaken view of what counts as political achievement," said Pan Yue, the deputy minister of the State Environmental Protection Administration. "The crazy expansion of high-polluting, high-energy industries has spawned special interests. Protected by local governments, some businesses treat the natural resources that belong to all the people as their own private property."

Hu has tried to change the system. In an internal address in 2004, he endorsed "comprehensive environmental and economic accounting" — otherwise known as "Green GDP" He said the "pioneering endeavor" would produce a new performance test for government and party officials that better reflected the leadership's environmental priorities.

The Green GDP team sought to calculate the yearly damage to the environment and human health in each province. Their first report, released last year, estimated that pollution in 2004 cost just over 3 percent of the gross domestic product, meaning that the pollution-adjusted growth rate that year would drop to about 7 percent from 10 percent. Officials said at the time that their formula used low estimates of environmental damage to health and did not assess the impact on China's ecology. They would produce a more decisive formula, they said, the next year.

That did not happen. Hu's plan died amid intense squabbling, people involved in the effort said. The Green GDP group's second report, originally scheduled for release in March, never materialized.

The official explanation was that the science behind the green index was immature. Wang Jinnan, the leading academic researcher on the Green GDP team, said provincial leaders killed the project. "Officials do not like to be lined up and told how they are not meeting the leadership's goals," he said. "They found it difficult to accept this."

Conflicting Pressures

Despite the demise of Green GDP, party leaders insist that they intend to restrain runaway energy use and emissions. The government last year mandated that the country use 20 percent less energy to achieve the same level of economic activity in 2010 compared with 2005. It also required that total emissions of mercury, sulfur dioxide and other pollutants decline by 10 percent in the same period.

The program is a domestic imperative. But it has also become China's main response to growing international pressure to combat global warming. Chinese leaders reject mandatory emissions caps, but they claim that the energy efficiency plan will slow growth in carbon dioxide emissions.

Even with the heavy pressure, though, the efficiency goals have been hard to achieve. In the first full year since the targets were set, emissions increased. Energy use for every dollar of economic output fell but by much less than the 4 percent interim goal.

In a public relations sense, the party's commitment to conservation seems steadfast. Hu shunned his usual coat and tie at a meeting of the Central Committee this summer. State news media said the temperature in the Great Hall of the People was set at a balmy 79 degrees Fahrenheit to save energy, and officials have encouraged others to set thermostats at the same level.

By other measures, though, the leadership has moved slowly to address environmental and energy concerns.

The government rarely uses market-oriented incentives to reduce pollution. Officials have rejected proposals to introduce surcharges on electricity and coal to reflect the true cost to the environment. The state still controls the price of fuel oil, including gasoline, subsidizing the cost of driving.

Energy and environmental officials have little influence in the bureaucracy. The environmental agency still has only about 200 full-time employees, compared with 18,000 at the Environmental Protection Agency in the United States.

China has no Energy Ministry. The Energy Bureau of the National Development and Reform Commission, the country's central planning agency, has 100 full-time staff members. The Energy Department of the United States has 110,000 employees.

China does have an army of amateur regulators. Environmentalists expose pollution and press local government officials to enforce environmental laws. But private individuals and nongovernment organizations cannot cross the line between advocacy and political agitation without risking arrest.

At least two leading environmental organizers have been prosecuted in recent weeks, and several others have received sharp warnings to tone down their criticism of local officials. One reason the authorities have cited: the need for social stability before the 2008 Olympics, once viewed as an opportunity for China to improve the environment.

New tests of Einstein's 'spooky' reality

Einstein said there would be days like this. This autumn scientists announced that they had put a half dozen beryllium atoms into a "cat state." No, they were not sprawled along a sunny windowsill; to a physicist, a "cat state" is the condition of being in two diametrically opposed conditions at once, like black and white, up and down, or dead and alive.
These atoms were each spinning clockwise and counterclockwise at the same time. Moreover, like miniature Rockettes, they were all doing whatever it was they were doing together, in perfect synchrony. Should one of them realize, like the cartoon character who runs off a cliff and doesn't fall until he looks down, that it is in a metaphysically untenable situation and decide to spin only one way, the rest would instantly fall in line, whether they were across a test tube or across the galaxy.
The idea that measuring the properties of one particle could instantaneously change the properties of another one (or a whole bunch) far away is strange to say the least - almost as strange as the notion of particles spinning in two directions at once. The team that pulled off the beryllium feat, led by Dietrich Leibfried at the National Institute of Standards and Technology, in Boulder, Colorado, hailed it as another step toward computers that would use quantum magic to perform calculations.
But it also served as another demonstration of how weird the world really is according to the rules known as quantum mechanics.
The joke is on Albert Einstein, who, back in 1935, dreamed up this trick of synchronized atoms - "spooky action at a distance," as he called it - as an example of the absurdity of quantum mechanics. "No reasonable definition of reality could be expected to permit this," he, Boris Podolsky and Nathan Rosen wrote in a paper in 1935.
Today, that paper, written when Einstein was a relatively ancient 56 years old, is the most cited of Einstein's papers. But far from demolishing quantum theory, that paper wound up as the cornerstone for the new field of quantum information.
Nary a week goes by that does not bring news of another feat of quantum trickery once only dreamed of in thought experiments: particles (or at least all their properties) being teleported across the room in a microscopic version of "Star Trek" beaming; electrical "cat" currents that circle a loop in opposite directions at the same time; more and more particles farther and farther apart bound together in Einstein's spooky embrace now known as "entanglement."
Niels Bohr, the Danish philosopher king of quantum theory, dismissed any attempts to lift the quantum veil as meaningless, saying that science was about the results of experiments, not ultimate reality.
But now that quantum weirdness is not confined to thought experiments, physicists have begun arguing again about what this weirdness means, whether the theory needs changing, and whether in fact there is any problem.
This autumn, two Nobel laureates, Anthony Leggett of the University of Illinois and Norman Ramsay of Harvard, argued in front of several hundred scientists at a conference in Berkeley, California, about whether, in effect, physicists were justified in trying to change quantum theory, the most successful theory in the history of science. Leggett said yes; Ramsay said no.
It has been, as Max Tegmark, a cosmologist at the Massachusetts Institute of Technology, noted, "a 75-year war." It is typical in reporting on this subject to bounce from one expert to another, each one shaking his or her head about how the other one just doesn't get it.
"It's a kind of funny situation," N. David Mermin of Cornell, who has called Einstein's spooky action "the closest thing we have to magic," said, referring to the recent results. "These are extremely difficult experiments that confirm elementary features of quantum mechanics." It would be more spectacular news, he said, if they had come out wrong.
Anton Zeilinger of the University of Vienna said that he thought "the world is not as real as we think."
"My personal opinion is that the world is even weirder than what quantum physics tells us," he added.
The discussion is bringing renewed attention to Einstein's role as a founder and critic of quantum theory, an "underground history" that has largely been overlooked amid the celebrations of relativity in the past Einstein year, according to David Albert, a professor of philosophy and physics at Columbia.
Regarding the 1935 paper, Albert said, "We know something about Einstein's genius we didn't know before."
From the day 100 years ago when he breathed life into quantum theory by deducing that light behaved like a particle as well as like a wave, Einstein never stopped warning that it was dangerous to the age-old dream of an orderly universe.
"The more success the quantum theory has, the sillier it seems," he once wrote to friend.
The full extent of its silliness came in the 1920s, when quantum theory became quantum mechanics.
In this new view of the world, as encapsulated in a famous equation by the Austrian Erwin Schrödinger, objects are represented by waves that extend throughout space, containing all the possible outcomes of an observation - here, there, up or down, dead or alive. The amplitude of this wave is a measure of the probability that the object will actually be found to be in one state or another, a suggestion that led Einstein to grumble famously that God doesn't throw dice.
Worst of all from Einstein's point of view was the uncertainty principle, enunciated by Werner Heisenberg in 1927. Certain types of knowledge, of a particle's position and velocity, for example, are incompatible: The more precisely you measure one property, the blurrier and more uncertain the other becomes.
In the 1935 paper, Einstein and his colleagues Podolsky and Rosen (usually referred to as EPR) argued that the uncertainty principle could not be the final word about nature. There must be a deeper theory that looked behind the quantum veil.
Bohr responded with a six-page essay in Physical Review that contained but one simple equation, Heisenberg's uncertainty relation. In essence, he said, it all depends on what you mean by "reality."
Most physicists agreed with Bohr, and they went off to use quantum mechanics to build atomic bombs and reinvent the world. The consensus was that Einstein was a stubborn old man who "didn't get" quantum physics.
All this began to change in 1964 when John Bell, a particle physicist at the European Center for Nuclear Research near Geneva, took up the 1935 EPR argument. Somewhat to his dismay, Bell, who died in 1990, wound up proving that no deeper theory could reproduce the predictions of quantum mechanics. Bell went on to outline a simple set of experiments that could settle the argument and decide who was right, Einstein or Bohr.
When the experiments were finally performed in 1982, by Alain Aspect and his colleagues at the University of Orsay in France, they agreed with quantum mechanics and not reality as Einstein had always presumed it should be.
Physicists and philosophers are still fighting about such results. Many who care to think about these issues (and many prefer not to) have concluded that Einstein's presumption of locality - the idea that physically separated objects are really separate - is wrong.
"I would say we have to be careful saying what's real," Mermin said. "Properties cannot be said to be there until they are revealed by an actual experiment."
What everybody does seem to agree on is that the use of this effect is limited. You can't use it to send a message, for example. Leonard Susskind, a Stanford theoretical physicist who called these entanglement experiments "beautiful and surprising," said the term "spooky action at a distance" was misleading because it implied the instantaneous sending of signals. "No competent physicist thinks that entanglement allows this kind of nonlocality."
But in an essay recently in Nature, Zeilinger sought to find meaning in the very randomness that plagued Einstein.
"The discovery that individual events are irreducibly random is probably one of the most significant findings of the 20th century," Zeilinger wrote. "I suggest that this randomness of the individual event is the strongest indication we have of a reality 'out there' existing independently of us."
He added, "Maybe Einstein would have liked this idea after all."

Religion Briefs Coalition of nuns calls for impeaching Bush and Cheney

A progressive group of U.S. nuns has called on Congress to impeach President Bush and Vice President Cheney because of their roles in the war in Iraq.

“The National Coalition of American Nuns is impelled by conscience to call you to act promptly to impeach President George W. Bush and Vice President Dick Cheney for ... high crimes and misdemeanors,” the group wrote in a letter written on behalf of its board members.

The letter says that impeachment is warranted for their “deceiving the public under the false pretense that Iraq possessed weapons of mass destruction” and “destroying” the reputation of the United States and the good will of other nations.

“The time for impeachment is now — before the example of George W. Bush’s regime is set in stone,” they wrote. “Future generations will thank you for preserving the freedom of our nation and its relation to the entire human community.”

The coalition was founded in 1969 for individual nuns dedicated to issues of social justice and human rights.

The letter was approved during a mid-August meeting of the board, held in Chicago. During that same meeting, the board unanimously adopted statements opposing all war and affirming peacemaking efforts. “Rather than continuing support of a just-war theory, a more compassionate church would oppose all war and teach peacemaking skills for all levels of government and interpersonal conflict resolution,” the statement reads.

The board also adopted statements pledging to work to “moderate the impact we make on planet Earth,” and supporting nuclear disarmament and relief efforts for the poor in Africa.

A Revolutionary Screen

A smarter display

Technologists at Sharp's Oxford Laboratory have demonstrated that photodiodes could be located at every pixel of a liquid crystal display, creating a display that can 'see'.

Now, after a close collaboration between the research team and development engineers in Japan, Sharp is to mass produce the technology.

Today, touch screen functions are becoming indispensable on displays for mobile devices such as smartphones and digital cameras.

However, conventional methods of making such interactive displays involve laminating or bonding a film on top of the LCD panel, leading to a reduction in the display image quality and an increased display thickness.

The Sharp technology, however, eliminates the need for films, resulting in a thinner screen compared to conventional touch screens. In addition, it is now possible for users to simultaneously touch multiple points on the screen, a feature that was previously difficult to implement.

The new screen could also be used to scan a business card placed on top of it, and further improvements to its design are expected to enable fingerprint authentication.

Sample shipments of the display will begin this month, with volume production slated to start next spring.

Science Daily Embryos spend much of their time in the womb bobbing along with a mother’s movement, and, surprisingly enough, new research from the Georgia Institute of Technology and Emory University suggests that embryonic stem cells may develop much better under similarly shaky conditions.

Georgia Tech and Emory researchers discovered that moderate and controlled physical movement of embryonic stem cells in fluid environments, similar to shaking that occurs in the womb, improves their development and suggests that different types of movement could some day be used to control what type of cell they become.

“Embryonic stem cells develop under unique conditions in the womb, and no one has ever been able to study the effect that movement has on that development process,” said Todd McDevitt, assistant professor in the Wallace H. Coulter Department of Biomedical Engineering at Georgia Tech and Emory University and head of the project. “While labs typically add all sorts of things to their cultures to influence cell direction, we were able to control the levels of differentiation and size of cell clusters by simply providing some fluid motion.”

It all started with a fortunate accident. Rich Carpenedo, a graduate student and first author of the paper, discovered by chance that a dish of embryonic stem cells left on a common lab shaker (typically used to slowly mix samples) had developed in greater numbers and more uniformly than cells grown in a static environment (i.e. unshaken).

Current popular methods of developing embryonic stem cells in the lab involve single droplets of cells separated by a great deal of space in the dish. This time - and space-consuming technique allows the cells to develop without excessive clumping (a frequent problem for stem cells developed in the lab) and for a greater number to survive in a small space.

Researchers experimented with the shaking plate and determined that they could consistently produce samples with healthier, more uniform cells just by gently sloshing the dishes of stem cells on a shaker plate. The method proved to be much simpler and more space efficient than the current standard for producing embryonic stem cells, McDevitt said.

“We can throw many cells in a dish and not have to worry about clumping and cell survival,” McDevitt said. “We call it the ‘set it and forget it’ method for growing stem cells.”

While the secret to the shaken stem cells’ success is still unclear, it’s suspected that the movement of the fluid likely increases nutrient distribution to cells, creating healthier cells, McDevitt said.

The Georgia Tech and Emory research team then began experiments to determine if the motion could be used to control the size of the cell aggregates and type of cells the embryonic cells would eventually become and found that there was a correlation between different types and speeds of movement and the phenotype and size of the stem cells.

Much work remains to be done before the movement control concept could be used to influence what types of cells embryonic stem cells eventually become. The team’s next goal is to pinpoint more precisely exactly what speeds and manners of shaking can influence stem cell phenotype.

The research was published in the September issue of the journal Stem Cells.
